Launchpad bzr integration error

Dear friends,
I have installed bazaar in Ubuntu 10.10 and registered in Launchpad, while 
integrating bzr with launchpad I have come across a problem.

I have done ssh-keygen and copied that to my launchpad account. but while doing 
ssh following error is thrown out. Can you please tell what might have gone 
wrong? The network which I am using  where http proxy is enabled. Is that the 
reason? If so change in whihc configuration would make it up and run?
 
student at student:~/test$ bzr push 
bzr+ssh://mlscmahe@bazaar.launchpad.net/~mlscmahe/mlsc/devel

ssh: connect to host bazaar.launchpad.net port 22: Connection timed out
bzr: ERROR: Connection closed: Unexpected end of message. Please check 
connectivity and permissions, and report a bug if problems persist
