~bzr-beta-ppa/ppa --> ~bzr/beta

Currently we have the Bazaar beta PPA off under a separate Launchpad
team to all of the rest of our PPAs, as a legacy from when Launchpad
only supported one PPA per team.

I propose that we create two new PPAs, ~bzr/beta and ~bzr/beta-obsolete,
to replace the existing PPAs under ~bzr-beta-ppa.

This gives us naming clarity, and centralizes all of the official PPAs
under ~bzr.
