Confusingness of lp:bzr/2.3

We currently have a lp:bzr/2.3 that is 2.3b1, whilst actual 2.3
development is proceeding on lp:bzr .

This is very confusing.

We should be learn from this for the next cycle and not bring lp:bzr/2.4
into existence until lp:bzr is expected to diverge and become 2.5.
