Notice: bzr.dev selftest will require testtools upgrade

For those who follow the bzr.dev branch and want to run selftest, this
will soon depend on a testtools package of 0.9.5 or later.

I realise this is an annoyance, particularly as debian is in freeze
and is stuck at 0.9.4 which is slightly broken. However it is
necessary not only to resolve the frequently encountered problems
developing or debugging tests involving non-ascii text[1][2][3], but
also to enable new kinds of tests that previously could not be written
at all.

Finally, anyone who previously got stuck trying to write a test
involving unicode, please upgrade and try again once this lands!
