Yes.  Use "bzr add --file-ids-from ../bzr-2.0".

Absolutely.

If the change was made in revno 10: "bzr merge ../bzr-2.0 -c 10"

If the change was made in revnos 10-20: "bzr merge ../bzr-2.0 -r 9..20".
