Yes, it completely cleans the build output directory so that everything
is compiled from scratch.

Recompiling pyqt and sip is a pain, I agree, even on my MacBook Pro.

It would be nice to restrict clean to specific plugins or packages. It
should be pretty easy.

Alternatively, pyqt and sip could be treated specially and their
compiled form would only be cleaned by a special command to be used when
the version changes (which unfortunately is pretty often due to
RiverBank's stupid policy of not retaining old versions on their
download site).
