bzr 2.3b: unable to load plugins

No, it depends on whether we used the tip of the trunk or not, tips
carry the needed fix AIUI.

Otherwise, well, that's why we have betas, especially early betas.

And that's also why I like to collect the data about which installer
carry which version ;-)

So I renew my call to *all* packagers of *all* distributions: please get
in touch with us about which bzr and plugins versions you're packaging.
