bzr 2.3b: unable to load plugins

Around my place we call this "pay now or pay later".  I recently got a
hard lesson in this with the 2.1 betas and ...now that I understand...
I actually prefer pain now because it gives plugin authors more time
*and* it places pain/risk on the people best able to cope...testers
and early adopters...instead of end users who cherish stability.

Just my opinion in support of what is beong done.
