Q: Access Control Options

Looks that way to me, too.  I think we need to identify a chokepoint
in the smartserver to intercept every access and check against a
per-branch authorization.  The auth could be cached (with finite TTL)
to minimize overhead.  I may have a look at the code just for fun.
