Is this something that needs reporting as a bug?

Having been away for a few days, I just did an update of my install of
bzr.dev and all the plugins, and bz-svn seems "broken":

        type object 'BzrDirFormat' has no attribute '_control_server_formats'
        Unable to load plugin 'svn' from '/home/users/russel/.bazaar/plugins-bzr.dev'
        cannot import name format

Obviously this is a blocking problem as it means Bazaar cannot access a
Subversion repository.
