Alexander is exactly right - bzr-tfs needs the python-ntlm[1] package
installed in order to run; it relies on it to handle authentication.
On my windows machine I put the ntlm directory inside the tfs
directory as Alexander suggests.

I'll make sure to add an INSTALL file for the next release of the
plugin. Please also file any bugs you come across, as we're relatively
young compared to the other plugins.
