If you're using standalone bzr.exe from installer then you need to put
ntlm package into C:\Program Files\Bazaar\plugins\tfs\ (just copy it
from your C:\Python26\Lib\site-packages\ folder.

If this won't help you then you need to use python-based bzr install.
