Why does update-packaging-branches.sh do something different for bzr-svn than everything else?

Originally bzr-svn was the only package that we merge with debian
unstable. I stared merging the other packages with debian unstable
around the 2.1 release, and have only really finish the process (is it
even finished?) this release.
We could probably update the script, now that most of the package
branches do this now.
