Why does update-packaging-branches.sh do something different for bzr-svn than everything else?

The tools/packaging/update-packaging-branches.sh script in the bzr tree
has a special case for bzr-svn, wherein it additionally merges from the
Debian packaging branch. It doesn't do any merging when invoked for any
other project. Why this inconsistency?
