Move ppa packaging branches

Currently I use the scripts in bzr.dev/tools/packaging.
update-packaging-branches.sh expects them to be in
lp:~bzr/$PACKAGE/packaging-$DISTRO  I would happy if we move all the
branches, and update the script.
