"what's new" document

Quick question on docs. Should I be including both the PDF and the HTML
docs, or one or the other in the Mac installer? Currently I include the
PDFs for English, Spanish and Russian (although that's only a quickref)
and the HTML for Japanese. That does mean that the documentation
coverage is a bit uneven across the languages, so perhaps I should
include the HTML documentation as well. Including the HTML will also
mean I get the stuff like release notes and what's new, which don't seem
to be in the PDF docs.
