This isn't talking about whats new, its talking about NEWS, as per
Martins email.
If you're upgrading from 2.3.0 to 2.3.1 in my example, you also need to read
2.2.5->2.2.6     (in NEWS-2.2, referred to by the 2.3.1 NEWS)
2.1.11->2.1.12 (in NEWS-2.1, referred to by 2.2.6 NEWS and maybe 2.3.1 NEWS)
2.0.17->2.0.18 (in NEWS-2.0, referred to by 2.1.12 NEWS, maybe 2.2.6
and 2.3.1 depending on what Martin has in mind)
