bzr 2.2 has gone gold

I should have modified Gary's "upload to beta first" proposal to say
that we now have a ppa called ~bzr-beta-ppa/staging and we should
probably upload there first.

There is <http://doc.bazaar.canonical.com/bzr.dev/developers/ppa.html>
describing how we manage the PPA; it's a continuing work so please do
propose changes if there's anything that's either unclear or not the
best way to do it.
