language option in bazaar.conf to control user interface language (for attention of bzr-gtk and tbzr devs)

Hi,

I've just released Bazaar Explorer 1.1beta1 and QBzr 0.19 with support 
of new feature: now user can control desired language of user interface 
via language option in bazaar.conf. It was and is very often asked 
feature (see bug 433784 for example).

Now both bzr-explorer and qbzr read language option from DEFAULT section 
of bazaar.conf and use it if there is no LANGUAGE environment variable 
set. Both products use gettext library for i18n/l10n and so pass 
language option via LANGUAGE env variable to gettext, because this 
variable has highest priority over LANG and other.

Users of Bazaar Explorer can change this settings via Options dialog.

As you know Bazaar Explorer can use either qbzr dialogs or bzr-gtk ones 
for specific actions. Therefore it will be nice if newer versions of 
bzr-gtk will support the same language option from bazaar.conf to make 
this settings global and provide seamless experience for users.
