I already have that situation, for all the obvious reasons :-)

Interestingly, or not :-), there is a huge tension between
using /usr/bin/bzr and ${bzr.dev}/bzr brought about by the plugins.
Plugins pulled in by packages with Ubuntu are consistent with the
package version of bzr but rarely bzr.dev and yet they are still used in
both cases.  Likewise ~/.bazaar/plugins is searched by both bzr from
package and from bzr.dev and the plugins there will rarely be consistent
with both.

I am not sure there is a good solution, but there is definitely a
problem.
