The Windows installer includes bzr-explorer, qbzr and TortoiseBzr and
you can choose which is installed. bzr-explorer is a standalone
application which provides a GUI for managing bzr branches and working
trees much like WinCvs. TortoiseBzr is a Windows Explorer shell
integration which adds commands to the context menu in Windows Explorer
much like TortoiseCVS.

qbzr is GUI versions of individual bzr commands like add, commit, diff,
etc. bzr-explorer uses qbzr commands to implement a lot of its dialogs.
I *think* TortoiseBzr does as well.
