bzr 2.2b1 freeze today!

Or not.

      * 2.0 should be in Karmic, because it's the current Ubuntu release
        and what you're SRUing.
      * 2.1 should be in the bzr/ppa PPA, since it's the current Bazaar
        release, and is supposed to be a fully usable ecosystem.
      * 2.2 betas should be in a bzr/beta (or whatever) PPA, and is
        allowed to be broken.

I thought that was what we'd decided to do.
