enabling subunit on PQM [again]

I have a merge proposal up to do this; it will take a few round trips
with LOSA's to get deployed. I'll be testing it as part of that.

If it works, errors from PQM will be a full subunit stream of the test
suite, so you can just load that into tribunal, testrepository, or view
directly with the stock subunit CLI commands to get the details of all
the errors that happened.

It works by changing 'make check' to output subunit, so if you are
running make check, you'll want to start piping that through a subunit
display filter.

This won't affect folk that aren't submitting merges to PQM.
