In previous releases we found there was too long of a delay from code
freeze to the announcement, while either waiting for packaging or for
the announcement to happen after packaging.  Therefore we said we
would have just a short timeout before the announcement.  If in fact
nothing was packaged in that window, it may be too short ;-)
