Bazaar (as a whole, individual components like Explorer may have
different needs) doesn't need yet more documents of unclear use to the
potential reader.  It needs to make the ones it has more useful.

Although given the general trend toward favoring the "too busy to get
involved in details" crowd, maybe a rename from "Release Notes" to
"What's New" (or just "NEWS") would be a good idea.
