export over ftp.

I was looking through the wiki and I found this referenced under the
Organizing Community Contributions section:

However when I try to export a directory to an ftp directory I get this
error:

Is this something that is supported directly through Bazaar, or do I need
the upload plugin?

My Bazaar version is:
