I believe we settled on using ',' as the fragment separator, as defined
in STD66. Specifically, something like:
  http://host/path/to/location,branch=bar
or possibly just
  http://host/path/to/location,bar

(Arguably we could support both ; and , as the separator character.)

So accessing a branch in the local working dir would be

 .,branch=bar

Or possibly
 ,branch=bar

Or if Jelmer implements the short form
 ,bar
