Yes, the majority of (original) manga I own which spell out in romaji 
the name of the author does use the occidental order (Rumiko Takahashi, 
Akira Toriyama, etc.). Particularly for copyright notices.. :-)
But I also saw some exceptions using traditional Japanese order.
