That would work too, however this is only addressing the problem of 
init/branch doing a possibly inefficient (in the long run) thing when there's 
no repository already present.  While the other approach is addressing a 
higher-level problem of workspace organization.

If you think about it in the long run it might become easier to explain to 
users as you won't have to talk about low-level concepts of separation 
between repository, branch and working tree, but instead you'll be able to 
explain different workspace organizations (which is already done in User 
Guide) and say which option to use to get the desired one.
