Maybe not, but they can just use the default, the rest is a matter for 
documentation.  In Bazaar Explorer that could be a message above the choices 
along the lines "if you don't know what this means just use the default" + 
tooltips for each choice describing it briefly and maybe a more detailed 
description (or link) for those who want to find out.

If the default could be set in configuration this would provide a way to have 
policy-compliant behaviour pre-configured by distributing the configuration 
to users.

I for one am very happy with such functionality.  It will allow me to 
customize everything via a plugin (which I already require my users to 
install) + config and have the defaults working according to workflows we 
agreed to.  Brilliant.
