reconfigure --branch in a heavyweight checkout is not a no-op.  In fact,
one of the points of reconfigure is to replace bind/unbind and other
similar manipulations with a single command.

$ bzr checkout --no-lightweight ~/hitchhiker
$ bzr info hitchhiker/
Repository checkout ...
$ cd hitchhiker/
$ bzr reconfigure --branch
$ bzr info
Repository branch ...
