[RFC] Sphinx 0.6 or later will be required for packaging bzr 2.1

In that case I probably wouldn't want this change merged to trunk
before 2.1, unless the Windows builds have previously been done
successfully with Sphinx.  Maybe Ian could test it on Desolation as
part of preparing his patch.

Reminder: rc1 is only 2 weeks away.
