Here is the content of tbzr_command_args.txt after a push while getting the error

TortoiseBZR 0.4.0 have some major bugs.

One of the bug is tbzrcommandw dumps commandline parameter to c:\tbzrcommand_args.txt (I wrote it for test purpose and missed to remove it.) Could you find it and teach me what written in the file?

Now TortoiseBZR's development branch gets major bugfixes and improvements after 0.4.0 released.
But I don't know how to build standalone installer.
If someone can build new installer, I'll tag 0.4.1 soon.
If not, please wait bzr-2.1.0rc1 or try bzr-2.0.3 instead.

I doesn't have the plan but I'll add the rename feature in this year, maybe.
Please use remane feature in the qcommit or qbrowse dialog by then.

TortoiseBZR has "Branch/Checkout" command that invoke qinit dialog.
qinit can make
local branch.
To make a remote branch, use push after create local repository. You can also use qbranch command from "Run command" menu.
