I had to make a small tweak to the tortoise-bzr build process to get it
working on our new 32-bit build host. Basically, there was a
post-processing step to uninstall the newly built dll. However, on a
32-bit host, the 64-bit dll doesn't get installed anyway. And the system
probably can't understand the 64-bit dll format.

So I just made a failure to uninstall get noted, but not actually cause
a build failure.

As such I also updated the version to 0.3.2 and tagged it as such.

I hope I didn't overstep my bounds. I could have done it in a private
branch with private tags, but I figured this was more straightforward
and a reasonable process. Please let me know if you'd like me to do it
differently in the future.
