Bazaar release heartbeat - and 2.1.0b1 RM needed

It's about time for the first beta, 2.1.0b1.  We'd actually marked it
down for last week, but I was away in London and did not do it.  I
think now that the noise of the web site and announcement has settled
would be a good time to get it out.  I'll be on vacation next week so
I would like someone else on the core team to be the RM.

The process <http://doc.bazaar-vcs.org/latest/developers/cycle.html>
says there will not be a separate release candidate for betas - we'll
just re-roll them if there's something seriously wrong.  So it's twice
as easy as being a regular RM - what a deal! :-)

There is a good amount of work in bzr.dev - 4 a4 pages of news - so
it'd be good to get it out.
