I created a separate repository there, in 1.9 format:

www.bazaar-ng.org/bzr/bzr.dev-in-1.9-format$ bzr info
Standalone branch (format: 1.14 or 1.9)
Location:
  branch root: .

Related branches:
  parent branch: http://bazaar-ng.org/bzr/bzr.dev/
$ cat .bzr/repository/format
Bazaar RepositoryFormatKnitPack6 (bzr 1.9)

I think your error is coming locally.
