Is Bazaar's document distributed under GPL?

If Bazaar's doc is released under GFDL, people can copy document into
Wiki under CC-BY-SA like ubuntu wiki.

I'll make a Japanese Bazaar wiki and I hope people freely copy Japanese
document into wiki.
So I hope Bazaar's document is released under GFDL or CC-BY-SA.
