Confused about versions ... 1.17, 1.18rc1, 2.0rc1

It does make it more prone to being forgotten if you have to check
back and/or chase up packagers, and then do the announcement several
days later.  It's easy to forget it.  On the other hand, it does mean
that we get reminded to prompt people to package it.  So I think it
would be worth trying one or two more times.
