It might make sense for core to contain a master list of the
standard plugins and versions, which the various (non-core)
installer builders follow, each in its own idiosyncratic way.
(Standard "separate the policy from the implementation" pattern.)

The list could be anything from a funky XML (or whatever) file
that the installer-builder tools use to automate the process,
down to a simple doc/developers/standard-plugins-and-versions.txt
that's intended strictly for human consumption.  Either way, such
a master list would let core concern itself with the "what", but
not with the "how".
