bzr 1.18rc1 source frozen

The source for bzr 1.18rc1 has now been frozen.  A tarball is now in
https://edge.launchpad.net/bzr/1.18/1.18rc1 and the source should be
in the corresponding branch when it goes through pqm.

As we discussed in the six-month-release thread, we'll hold off on the
public announcement to give people time to make binary packages.
Please post in this thread when you've made them.
