To do this well we need a strict sort on formats; something we don't
have at the moment. I understand the point, but I don't think its easy
or necessary for 2.0 - as in 2.0 we'll have changed the default to be
the best anyway.

It should just be 'bzr upgrade lp:foo' I've done this on several
projects so far without incident :- or where the incidents are related
to generic push/pull/stacking issues, not the conversion code per se.
