So I think a way to trivially reproduce this would be:

1) Create a 40MB file
2) Create one other very small file
3) Add & commit, push/pull this
4) Only modify the small file, and commit. Repeat if necessary
5) push/pull

(5) should re-transfer the 40MB file (based on the bug I fixed in revno
4460)

It might take a couple of commits, but it shouldn't take many. (We are
looking for a commit which creates a fulltext inventory, rather than a
delta inventory.)
