Bazaar Explorer 0.3.1 is available

More deeply, the problem is that the mapping used by explorer is stored
with explorer when it ought to be stored in QBzr. That way, as QBzr
evolves, it can update the mapping accurately. Maybe we should fix this
for the QBzr 0.12 release?
