FWIW, I agree with everything Maritza says.  This doesn't prevent
brown-bag releases, but it certainly reduces them.

IMHO, it's not acceptable to forego testing before release, and IMHO,
publishing a tag or announcing availability *is* a release, with or
without tarballs, ISOs, or pieces of chrome-plated plastic.
