So the current process is announcement gets made and then sometime in
the next 2 hours create the PPA for bzr and bzrtools. larstiq is
currently looking after bzr-svn.
The bzr-beta-ppa is almost guaranteed to be out of sync as we don't
have co-ordinated rc releases for all the tools.
I always ensure however that the ~bzr PPA is kept in sync by copying
all three across at the same time.
