I recommend doing a release, or at least a release candidate, of your
plugin right after the bzr RC comes out.  bzrlib API changes after an RC
are extremely rare, and you can still do a point release if needed.

Well, not in such a way that it delays the release.

This is awkward.  On the one hand, it's bad to tell people there's a
release if it's not ready for them.  On the other, it's bad to delay
telling people there's a release when it's already ready for them.
