Notes made during 1.16rc1 release

These should probably go into the releasing guide, but I thought I'd
post them here first.

 - Run the full test suite locally before even beginning to prepare
   the release. There will almost certainly be interesting plugin
   failures.

 - It takes over an hour to land a branch on PQM. Budget for that.

 - Get a freshmeat account before you start.

 - Get a PyPI account before you start.
