1.16 Release

We really must pull down the number of outstanding unreviewed or
unlanded patches.  I think unless it's an emergency people should
basically not start new work if there are unreviewed or unlanded
patches outstanding.

to pass on python2.4, which is my oldest outstanding patch.)

Anyhow, today's focus should be the bugs targeted at 1.16:

I won't paste them all here manually or do the RM's work, but there
are 6 bugs still needing to be fixed or landed.  One of them is mine,
at least, which is to add a '2a' stable format name.
