1.15 installer for windows?

As Alexander mentioned, I already uploaded the installer a couple days
ago. I'll also mention that 1.15 has been out for only 12 days, so
saying "few weeks" is a bit of an overstatement. The main delay this
time was that Bob made the release at the same time that All Hands and
UDS was going on, so people like myself (and Martin, Andrew, Jelmer,
etc) were all occupied at a conference that had spotty internet access
that was not conducive to building and uploading 15MB files.

Anyway, its there, enjoy. It would be nice to have a friendlier request,
though.
