Why Bazaar is not used in many project hosting sites?

AFAIK work is in progress to support Bazaar's smart server on
Savannah, but you can already use sftp to upload Bazaar branches to
Savannah. Google went for Mercurial primarily because their smart
server protocol was well separated from the storage at the time (they
have a custom implementation). I don't know about ActiveState.
